The petitioner Cycling Association of Goa, although self-regulating body registered under the Societies Registration Act, performs public duty by exercising its regulatory machinery since its objects including participation of its teams within and outside its jurisdiction as also nominating members fr State and National competitions. Thus, the petitioner Association performs a public function. The respondents have a right to be admitted as members of Association once they fulfilled the membership criteria.
