In the four-pages notification dated 31.8.2023, the Department of Telecommunications has laid down various guidelines to ensure indisputable verification of mobile SIM dealer so as to eliminate cyber frauds in on line services availed increasingly by the citizens in the country.

In all 8 guidelines are laid down including agreement with the dealer and police verification for indisputable verification.   Moreover, SIM dealer cannot delegate any of its activity, roles, duties and responsibilities.

Most important feature is that the licensee shall maintain an online supply-chain management of system  SIM cards

Financial penalty of Rs.10 lakh per PoS per instance is leviable if the licensee permit any new PoS to enrol customers without registration.

However, PoS doing recharge / billing activities only are exempted from the registration

 Now the conditions of Unified Licences are modified.
