Tender – Solid Waste – Innovative marking system for evaluation

On 14.5.2025, the MCGM invited tenders for turnkey project of collection and transportation of municipal solid waste of its wards for 2025 to 2032.
Innovative criteria of 50 marks to evaluate the background, capacity and performance of each bidder.
The 45 marks are for work plan i.e. Work Plan based on Bidder’s Survey”. The bidder is expected to visit the wards in the group for which the bid is submitted, make a detailed study of geographical area and then present the work plan. Based on the work plan, the 5 marks are awarded for presentation for subjective analysis.
HELD that the Municipal Corporation is the best judge to understand its requirements and has accordingly formulated the tender conditions. The High Court cannot sit as an appellate authority over the wisdom of tendering authority in adopting a particular methodology for evaluating the bids. The evaluation matrix seems to have nexus with the objective sought to be achieved.
