Digital India – Digital KYC – E-KYC – Exclusion of persons with physical disabilities

The petitioners in respective petitions are acid attack victims and suffering from blindness. 

 Online KYC process is followed for clicking a selfie, face recognition, signing by pen, verification of OTPs, displaying documents and random questions.

 

These methods are not accessible to persons with blindness, making it impossible for them to complete the formalities independently without physical assistance.

 The acid attack survivors have experienced difficulties in completing the digital KYC/ e-KYC process due to their inability to click a “live photograph” by blinking.  Due to blindness, they are facing daily challenges in establishing account based relationships, conducting transactions, availing services and verifying identity as a customer or as a citizen.

 The petitioners who suffer from facial or eye disfigurements caused by acid attacks and from 100% blindness, are unable to independently complete digital KYC process due to the inaccessibility of the current digital KYC.

 This results in their exclusion from accessing the services provided by both the public and private establishments.
