MBBS admission – Domicile of Goa – Qualifying examination from another State

The petitioner, born to the parents originally from Udupi in Karnataka State, chosen State of Goa as their place of abode since November, 2004. Both the doctors by profession have established in Calangute of State of Goa.
Born in Goa, the petitioner completed in school education in Panaji and obtained 94.3% marks in X standard Board examination. However, the qualifying examination of XII Board was passed from the State of Karnataka.
HELD that the candidates who have passed the qualifying examination from the State of Goa & secured ranking in NEET-UG and the candidates who passed qualifying examination from outside State of Goa, form a distinct class and the classification between two is reasonable and has nexus with the object of reserving 85% seats in the Government Medical College for those students domiciled in the State of Goa and also passed qualifying examination from the State of Goa.
