Tender – Disqualification for giving FD in place of DD for EMD

The financial bid of the appellant was for Rs.120 crores and that of respondent no.6 for Rs.149 crores.  However, the appellant was disqualified for giving FDR in place of DD for EMD of the Tender.   As a result, the financial bid of the respondent no.6 was accepted.
